TEL 507: Telecommunications Policy, Licensing, Price Regulation and Regulatory Economics

On-going advances in telecommunications engineered by the convergence of traditional telecommunications systems, broadcasting, computing and networking and the emergence of smart-working have been imposing severe strains on many regulatory institutions, testing their core and delivery capabilities to the limit. The regulatory role is becoming increasingly challenging due to its unique and central position in the tw0 sided-market surrounded by a complex mix of high-interest stakeholders all demanding higher and satisfying quality of service. Next Generation Networks (NGNs) characterised by multi-supplier configurations has also meant that regulatory bodies and operators must acquire a broad spectrum of skills and competences as well as an understanding of key industry drivers such as the general principles that underlie the design and delivery of an effective and efficient  regulatory space.  Central to this, is the need to develop core capabilities in licensing and interconnection. Increasingly, major regulatory decisions are informed by industry-wide consultations and the ability of each operator to contribute and influence debate is crucial in the protection and acquisition of market share. This course introduces the key principles and debates and also provides and in-depth understanding of key interconnection and regulatory issues.

The course is designed around a blended learning approach involving lectures, case studies and hands-on application of key concepts to enhance the learning experience of delegates. A variety of training approaches involving focus group discussions, group exercises and presentations by participants has been adopted to encourage intra-delegate learning and application of key concepts.

  •     The concept of interconnection and Issues In Negotiating Interconnection Agreements
  •     The role of the regulator
  •     Arbitration
  •     Generic interconnection proceedings
  •     Architectures of mandated access control: Methods for unbundling network communication services
  •     Overview and hands-on drafting of interconnection guidelines and a Reference Interconnection Offer
  •     Description of services to be provided, interconnection, terms of payment and billing procedures;
  •     Identification of interconnection points including technical standards, testing procedures and requirements;
  •     Dispute resolution procedures;
  •     Industry best practices


Learning Outcomes:

This course will provide participant(s) with an in-depth knowledge of the essential principles, theories and frameworks that underpin licensing and  interconnection within a converging telecommunication environment using a blended learning approach.
