AUN Law Professor Uchenna Orji Discusses Framework for Regulating Cyber Aggression Among African States in The Hague

Can existing regional Protocols relating to aggression among African States be applicable in cyberspace? Currently, there are no Laws regulating the behavior of States in the African Continent in cyberspace. Assistant Professor in the AUN School of Law and expert in international law, Dr. Uchenna Jerome Orji, has intervened, arguing for a pragmatic extrapolation of the relevant statutes to cover the needful.

Dr. Uchenna Orji's paper, "Examining the Applicability of African Regional Non-Aggression Treaties to State Aggression in Cyberspace", delivered in The Hague last month, considered the application of African regional non-aggression treaties to State aggression in cyberspace and the challenges thereto.

Dr. Orji submitted that the classification of 'hostile acts' that constitute 'aggression' under African non-aggression treaties can be broadly interpreted to accommodate hostile cyber acts conducted by an African State against another African State.

Dr. Orji presented his study in Het Spaansche Hof, The Hague, on the invitation of The Hague Program on International Cybersecurity at the Institute for Global Security, University of Leiden, during the 2023 conference on International Cybersecurity with the theme: "War and Peace: Conflict, Behavior and Diplomacy in Cyberspace".
