A recent publication co-authored by AUN faculty Dr. Jennifer Mike and two other scholars has examined the various legal dimensions under which public health orders can be enforced without infringing on the rights of citizens. In the wake of the restrictive legislation and administrative guidelines put in place by national and Municipal Governments around the world for public safety in response to the Covid-19 pandemic, the study aimed at understanding how "Human rights are best protected, promoted and guaranteed" and the degree enforcement can be compelled.
The study, "Respecting, Protecting and Fulfilling the Human Right to Health," by Zahara Nampewo, Jennifer Heaven Mike, and Jonathan Wolf, is published in the International Journal for Equity in Health (2022).
The study concluded, "That (while) human rights protect against common, serious, and remediable threats and risks, and ensure that there are remedies from governments and third parties. . . it is difficult to compel duties especially in regard to the right to health.”
