SUMMARY OF POSITION:
The Budget Officer will assist Director Budget in developing University budgets, budget analyses, budget proposals, revenue forecast, allocation of monies and fund monitoring. The duties shall include but NOT limited to managing the administrative, operating and capital budget of the university and other financial operations to include contract, subcontract agreements and memorandum of understanding in accordance with the policies and procedures of the University.
DETAILED LISTING OF RESPONSIBILITIES:
· Responsible for formulating budget projections for the University and monitoring revenue and expenditure.
· Conducts budget analysis and presentations to the Director Budget.
· Direct the preparation of regular and special budget reports for Management and External Auditors.
· Consult with managers to ensure that budget adjustments are made in accordance with program changes.
· Match appropriations for specific programs with appropriations for broader programs, including items for emergency funds.
· Provide advice and technical assistance with cost analysis, fiscal allocation, and budget preparation.
· Assure that financial operations are in compliance with the university budget policies and procedures.
· Assist in coordinating activities of personnel responsible for formulations, monitoring and presentation of cost centers budgets for controlling funds to implement University goals and objectives.
· Reviewing operational budgets periodically in order to analyze trends affecting the budget needs.
· The Budget Officer shall also prepare financial projections, accounts analyses, budgeting, cost accounting, faculty and administrative staff salaries increase analyses.
· Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.
· Analyze budgeting and accounting reports for the purpose of maintaining expenditure controls.
· Analyze monthly department budgeting and accounting reports to maintain expenditure controls.
· Summarize budgets and submit recommendations for the approval or disapproval of funds requests.
· Review operating budgets to analyze trends affecting budget needs.
· Examine budget estimates for completeness, accuracy, and conformance with procedures and regulations.
· Perform cost-benefits analyses to compare operating programs, review financial requests, and explore alternative financing methods.
· Interpret budget directives and establish policies for carrying out directives.
· Compile and analyze accounting records and other data to determine the financial resources required to implement a program.
· Perform other duties as assigned.
Requirements for the position:
· Bachelor’s degree in Finance, Accounting, Business Administration, or a related field; a professional certification (e.g., CPA, CMA) is a plus.
· Proven experience in budget preparation, financial analysis, and reporting, preferably in an educational or nonprofit environment.
· Strong analytical skills with attention to detail and accuracy.
· Excellent communication and interpersonal skills, capable of working collaboratively across departments.
· Proficiency in financial management software and Microsoft Excel.
· Ability to manage multiple priorities and meet deadlines in a fast-paced environment.
