AUN Law Professor Uchenna Jerome Orji Presents Research Paper at Global Cyber Security Conference in Ghana

Dr. Jerome Uchenna Orji, an Assistant Professor of the AUN School of Law was recently at the Global Conference on Cyber Capacity Building (GC3B) held between the 28th and 30th of November, 2023, in Accra, Ghana.

The research workshop was organized by the Global Forum on Cyber Expertise (GFCE) and the Government of the Republic of Ghana, during which the “Accra Call for Cyber Resilient Development” was adopted by representatives of governments and organizations from across the globe.

The Accra Call is a global agenda that aims to stimulate collective global action to elevate cyber resilience across international and national development agendas as well as promote cyber capacity building that supports broader development goals, effectively serving the needs and priorities of developing countries. 

Dr. Orji’s presentation, reviewed the “International Cooperation Regime for the Control of Cybercrime in Nigeria”. It discussed international cooperations’ obligations under cybercrime control treaties that Nigeria has signed and ratified such as the ECOWAS Directive C/DIR.1/08/11 on Fighting Cybercrime and the Council of Europe Convention on Cybercrime.

To strengthen international cooperation, Dr, Orji, an expert in International Law, recommended the need for Nigeria to amend Section 24 of the Cybercrimes (Prohibition) Act (2015) in line with the decision of the ECOWAS Court in The Incorporated Trustees of Laws and Rights Awareness Initiatives V. The Federal Republic of Nigeria (ECW/CCJ/JUD/16/2020) to address human right concerns that could stall international cooperation within the framework of the Council of Europe Convention on Cybercrime.

Dr. Orji presented his research on the invitation of the Global Forum on Cyber Expertise and the Government of the Republic of Ghana, with the theme: “Cyber Resilience for Development.” The conference was hosted by the Ministry of Digitalization and Communications of Ghana and co-organized with the Global Forum on Cyber Expertise, the CyberPeace Institute, the World Bank, and the World Economic Forum.
